In order to receive the Certificate in Legal Research Skills, you must complete assignments from six of the certification classes you attend. The assignment for the Legislative Process and Congressional Documents class is due two weeks from the day you attended the session.

Legislative Process and Congressional Documents
Attorneys, judges, and scholars conduct legislative history research to help them interpret federal statutes. Statutory language can be very complicated and difficult to follow, making it extremely difficult to determine how a statute applies in a given situation. A statute's legislative history may clarify its language and structure and give clues as to Congress' intended application of the statute under specific circumstances.
A statute's legislative history refers to the documents, and other materials, generated during the process of its enactment. Documents such as bills, committee hearings, committee reports, and floor debates, may provide the evidence of Congressional intent, which will help the attorney understand how a federal statute should be applied.
The purpose of this class, and guide, is to walk you through the federal legislative history research process and will identify sources for finding each of the relevant documents generated during the legislative process to help you better understand how to properly locate Congressional intent.
